What kind of eyeliner matches big brown eyes?

I have big brown eyes they're roundish but for some reason when I put black eyeliner on it doesn't look right, especially on the lower lash line so I put it inside the rim. How do I make my eyes look smaller? What color would match brown eyes with a fair/lightly tan skin complexion?
