Is it nature or nurture that causes ..?

Is it nature or nurture that either causes some ppeople to grow up, get there **** together and compell them to be good parents or never grow up, refuse to be responsible and incapable of making decisionsin in the best interest of their children. So nature or nurture? Or whatever else?
