Can a Bettendorf iowa cop follow a car into davenport iowa and pull them over?

I was driving through Bettendorf iowa on march 11th i had part of my brake light out that is located on the back of my car under a wing. i was stopped in davenport by a bettendorf officer. i was just wondering if there allowed to pass there jurish diction for something like that?
